[ARCHIVED] Strangulation, Assault Lead to County Prison Sentences

HONESDALE -- Wayne County District Attorney A.G. Howell announces the following cases were addressed in the Wayne County Court by Judge Janine Edwards on Thursday, April 22:

LUIS CARABALLA, 25, of Hazelton Pa, was sentenced to undergo incarceration in a State Correctional Facility for a period of not less than 11 ½ months nor more than 60 months for one count of Criminal Trespass – Enter a Structure (F3). He was also ordered to pay the cost of prosecution, pay restitution of $7,605.00. The incident occurred on December 2, 2019, in Salem Township.

DAVID ALLAN LASCO, 59, of Pleasant Mount was sentenced to undergo incarceration in the Wayne County Correctional Facility for a period of not less than 22 months nor more than 48 months for one count of Strangulation (F2), one count and one count of Simple Assault (M2). He was also ordered to pay the cost of prosecution, pay a fine of $1,000.00, pay restitution in the amount of $1,466.30, undergo a mental health evaluation and comply with any recommendations for treatment, complete an anger management program, relinquish any firearm and any ammunition to law enforcement, and obtain employment within 60 days or provide documentation from a doctor precluding him from employment. The incident occurred on July 3, 2020, in Mount Pleasant Township.

LLOYD SWISHER III, 46, of Honesdale was sentenced to undergo incarceration in the Wayne County Correctional Facility for a period of not less than 12 months nor more than 24 months for one count of Simple Assault (M2). He was also ordered to pay the cost of prosecution, undergo a mental health evaluation and comply with any recommendations for treatment, and obtain employment within 30 days or provide documentation from a doctor precluding him from employment. The incident occurred on September 18, 2019, in Salem Township.

JEFFREY THOMAS BOJNOSKI, 29, of Factoryville was sentenced to undergo incarceration in a State Correctional Facility for a period of not less than 5 months nor more than 24 months for one count of Fleeing or Attempting to Elude a Police Officer (M2), Driving Under the Influence (M), Flight to Avoid Apprehension, Trial or Punishment (M2). He was also ordered to pay the cost of prosecution, pay a mandatory minimum fine of $1,000.00, participate in and cooperate with the drug and alcohol addiction treatment in accordance with your drug and alcohol assessment, and complete the Alcohol Highway Safety Program. The incident occurred on October 9, 2018, in Lehigh Township.

MENERSON RAFAEL HIDALGO-PERALTA, 23, Scranton was sentenced to undergo incarceration in the Wayne County Correctional Facility for a period of not less than 1 month nor more than 23 ½ months for one count of Criminal Trespass – Enter a Structure (F3). He was also ordered to pay the cost of prosecution, pay restitution in the amount of $7,605.00, undergo a drug and alcohol evaluation and comply with any recommendations for treatment, and obtain employment within 30 days or provide documentation from a doctor precluding him from employment. The incident occurred on December 2, 2019, in Salem Township.

WILLIAM ANONIO LEBRON, 38, of West New York, NJ, was sentenced to undergo incarceration in the Wayne County Correctional Facility for a period of not less than 11 days nor more than 23 ½ months for one count of Indecent Exposure (M2). He was also ordered to pay the cost of prosecution, pay a fine of $1,000.00, continue with mental health treatment and comply with any recommendations for treatment, and undergo a psychosexual risk assessment and comply with any recommendations for treatment. The incident occurred on August 15, 2020 in Lake Township.

BRANDON PHILLIP SKELTON, 36, of Madison Township previously sentenced on February 18, 2021 to undergo incarceration at the Wayne County Correctional Facility for a period of not less than 3 days nor more than 6 months for one count of Driving Under the Influence, was remanded to the Wayne County Correctional Facility for the remainder of his sentence, August 15, 2021, for a parole violation. 

RONALD DRONGOSKI, 69, of Coconut Creek, FL, was sentenced to 6 months of probation for one count of Recklessly Endangering (M2) and one count of Possession of a Controlled Substance- Heroin (M). He was also ordered to pay the cost of prosecution, pay a restitution in the amount of $17,103.60, and continue with mental health treatment and comply with any recommendations for treatment. The incident occurred on October 11, 2018 in Damascus Township.
