[ARCHIVED] Drug Charges Among Cases Heard in Wayne County Court

Wayne County District Attorney A.G. Howell announced the following cases were addressed by Judge Janine Edwards in the Court of Common Pleas, Thursday, April 1:

JESSE JAMES HARTMAN, 34, of Dallas, was sentenced to undergo incarceration in a State Correctional Facility for a period of not less than 30 months nor more than 60 months for one count of Contraband – Possession of a Controlled Substance/Inmate (F2). He was also ordered to pay the cost of prosecution. This incident occurred on July 31, 2019 in Canaan Township.

TYLER JOHN JACOB, 27, of Hawley, was sentenced to undergo incarceration in a State Correctional facility for a period of not less than 18 months nor more than 60 months for two counts of Retail Theft (M2), one count of Possession of a Controlled Substance – Heroin (M), one count of Possession of Drug Paraphernalia (M), one count of Criminal Mischief (M3). He was also ordered to pay the cost of prosecution, and pay restitution in the amount of $310.00. These incidents occurred on April 12 and 20, 2019 in Canaan Township, June 17, 2020 in Honesdale Borough and on October 18, 2020 in Paupack Township

SEAN R. DECKER, 31, of Shamokin, was sentenced to undergo incarceration in a State Correctional Facility for a period of not less than 12 months nor more than 24 months for one count of Obstructing Administration of Law or Other Law Enforcement (M2). He was also ordered to pay the cost of prosecution. This incident occurred on March 5, 2020 in Honesdale Borough.

WILLIAM R. MONTANYE, 33, of Hawley, was sentenced to undergo incarceration at the Wayne County Correctional Facility for a period of not less than 12 months nor more than 24 months for one count of Fleeing or Attempting to Elude a Police Officer (F3) and one count of Recklessly Endangering Another Person (M2). He was also ordered to pay the cost of prosecution, continue with his drug and alcohol treatment and comply with any recommendations for treatment, and continue with his mental health treatment and comply with any recommendations for treatment. These incidents occurred on August 11, 202 in Palmyra Township and August 21, 2020 in Texas Township.

JOHN DANIEL BAYER, 21, of Stroudsburg, was sentenced to undergo incarceration at the Wayne County Correctional Facility for a period of not less than 3 months nor more than 23 ½ months for one count of Possession of a Controlled Substance – Heroin (M), one count of Possession of a Controlled Substance – Crack Cocaine (M) and one count of Possession of a Controlled Substance – Methamphetamine (M). He was also ordered to pay the cost of prosecution, undergo a drug and alcohol  evaluation and comply with ay recommendations for treatment, undergo a mental  health evaluation and comply with any recommendations for treatment, resolve all outstanding traffic warrants within 60 days from release, and obtain employment within 60 days from release or provide documentation from a doctor precluding him from employment. This incident occurred on September 10, 2019 in Dreher Township.

ROBERT CARL MENTZ, 44, of Lake Ariel, was sentenced to undergo incarceration in the Wayne County Correctional Facility for a period of not less than 15 days nor more than 6 months for one count of Driving Under the Influence of Alcohol Highest Rate (M) and one count of Driving While Operating Privilege is Suspended/Revoked (S). He was also ordered to pay the cost of prosecution, pay a mandatory minimum fine of $1,200.00, participate in and cooperate with the drug and alcohol addiction treatment in accordance with his assessment, complete the Alcohol Highway Safety Program, attend AA/NA meetings, and obtain employment within 30 days or provide documentation from a doctor precluding him from employment. 

CATRINA ROSE MORAN, 35 of Honesdale, was sentenced to 6 months of probation with 48 hours house arrest through the SCRAM program for one count of Driving Under the Influence. She was also ordered to pay the cost of prosecution, pay a mandatory minimum fine of $500.00, and complete the Alcohol Highway Safety program. The incident occurred on July 5, 2020 in Cherry Ridge Township.

JOSEPH GOONAN, 51, of Hawley, was sentenced to 6 months of probation for one count of Indirect Criminal Contempt. He was also ordered to pay the cost of prosecution and pay a fine of $300.00. This incident occurred between November 1, 2020 and February 16, 2021 in Hawley Borough.

GARY T. RYLKA, 33, of Honesdale, was sentenced to 6 months of probation. He was also ordered to pay the costs of prosecution, pay a fine of $600.00, undergo a drug and alcohol evaluation and comply with all recommendations for treatment, and maintain full-time employment or provide documentation from a doctor precluding him from employment. These incidents occurred on August 15 and 22, 2020 in Damascus Township. 

TREVOR T. GOREL, 20, of Beach Lake, was sentenced to a fine of $250.00 for one count of Retail Theft (S). He was also ordered to pay the cost of prosecution, and undergo a drug and alcohol evaluation and comply with any recommendations for treatment. This incident occurred on November 20, 2020 in Honesdale Borough.

KAYLA M. HOLLISTER, 29, of Lake Ariel, was placed on the Accelerated Rehabilitative Disposition Program for a period of 6 months related to a DUI. She was also ordered to pay all costs, undergo a Drug and Alcohol Evaluation and comply with all recommendations for treatment, complete the Alcohol Highway Safety program, perform 20 hours of community service and have her operator’s privileges suspended for 60 days. The incident occurred on November 13, 2020 in Salem Township. 

WANDA D. ROUSE, 45, of Jersey City, NJ, was placed on the Accelerated Rehabilitative Disposition Program for a period of 3 months related to a Criminal Mischief. She was also ordered to pay all costs, perform 20 hours of community service, and pay restitution in the amount of $750.00. The incident occurred on May 9, 2020 in Paupack Township.

KELLY A. MUNN, 30, of Lakeville, was issued a Bench Warrant for failure to appear for a Sentencing Hearing.

MATTHEW J. ONEILL, 41, of Honesdale, previously sentenced on February 18, 2021 to 10 days to 12 months in the Wayne County Correctional Facility for one count of Retail Theft (F3), was resentenced to undergo incarceration at the Wayne County Correctional Facility for a period of not less than 2 months nor more than 13 ½ months for violating the conditions of parole.
