[ARCHIVED] Fish & Boat Provides Updates on High Hazard Dam Repairs

HONESDALE -- The Wayne County Conservation District recently received an update from the PA Fish & Boat Commission regarding the rehabilitation of several high hazard dams identified in the county.

To avoid potential loss of life and property downstream in the event of a breach, the Fish & Board Commission drained the four ponds in the county starting back in 2013 at Lower Woods Pond in Lebanon Township and eventually encompassing White Oak and Miller Ponds, Belmont Lake and Hankins Pond.

Commission officials provided the following updates on these projects:

DGS 199-45 Lower Woods Pond Rehabilitation Project, Wayne County

Project is with DGS in Design/Permitting Phase 

  • Design is completed and Schnabel Engineering is addressing comments to the permit submission, permit is anticipated to be approved spring of 2021, or thereafter.
  • Construction is anticipated to begin in the fall/winter of 2021 and is estimated to take 1.5 years to complete, estimated completion of construction in fall of 2023 or thereafter.

DGS 199-90 Miller Pond Rehabilitation Project, Wayne County

DGS 199-91 White Oak Pond Rehabilitation Project, Wayne County

Projects are with DGS in Design/Permitting Phase 

  • These projects are currently under Design by Schnabel Engineering. The designs for both projects are estimated to be completed in late spring 2021.  
  • Permitting process will commence upon completion of design, average permitting timeline takes approximately 1-year , anticipated completion in the summer of 2022, or thereafter.
  • Construction is estimated to take 1.5 years, estimated completion in the winter of 2023, or thereafter.
  •  Refill is estimated to take approximately 6 months, lake is estimated to be back in service in the summer of 2024, or thereafter.
  •  Refill is expected to take approximately 6 months and reservoir is anticipated to be back in service in the winter of 2023, or thereafter.

DGS 199-38 Belmont Lake Rehabilitation Project, Wayne County

Project is with DGS in Design/Permitting Phase

  • This project is currently under design by Schnabel Engineering.
  • The Permitting process will commencedupon completion of design, average permitting timeline takes approximately 1-year, anticipated completion in the spring/summer of 2022, or thereafter.
  • Construction is anticipated to begin in the spring of 2023, or thereafter.
  • Construction is estimated to take approximately 1.5 years and be complete in the fall of 2024, or thereafter.
  • Refill is estimated to take approximately 6 months, lake is estimated to be back in service in the spring/summer of 2025, or thereafter.

Hankins Pond, Wayne County

Project is in the agreement process for the Hankins Pond Dam property to be transferred/leased to Wayne County. 

Fish & Boat Commission officials emphasize, “These timelines are subject to change as permit review times vary and issues can arise that require additional work or review.
