HONESDALE -- A man with 21 previous convictions will be spending the next 18 months to six years in a State Correctional Institution after pleading guilty in Wayne County Court to two counts of retail theft and one count of possession of drug paraphernalia.
Wayne County District Attorney Patrick Robinson called Ramon Luis Rosa-Pena (aka Carlos Perez) "incorrigible," with his extensive record of drug and small-time thefts mostly in Wayne County and Philadelphia.
"He has been a constant drain on the time and resources of Wayne County law enforcement. Enough is enough!" Robinson said. "The State Penitentiary is the appropriate residence for Mr. Rosa-Pena."
