[ARCHIVED] Honesdale Man Sentenced for Mobile Meth Lab Incident

HONESDALE – A Honesdale man has been sentenced to prison for operating a mobile methamphetamine lab earlier this year.

Wayne County District Attorney said Seth VanVelkenburg, 20, will serve nine to 23.5 months in the County Correctional Facility followed by six months of probation. He pleaded guilty one felony count of operating a meth lab, as well as charges of recklessly endangering others, DUI, driving while operating privileges suspended/revoked and one count of possession of a controlled substance.

A mobile lab was discovered by PA State Police during a traffic stop, during which a trooper was exposed to toxic smoke, but recovered.

VanVelkenburg was also ordered to pay restitution of $1,210 to Pennsylvania State Police for the clean-up of the mobile meth lab, a fine in the amount $1,000, submit to the drawing of a DNA sample, complete the Alcohol Highway Safety Program, comply with all recommendations of the drug and alcohol assessment, undergo a mental health evaluation. The incidents occurred on May 15 in Salem Township and on June 20 in Cherry Ridge Township.

President Judge Janine Edwards also handed down the following sentences on Thursday, Nov. 29:

BILLY DEGRAW, 38, of Honesdale was sentenced to a State Correctional Institution for a period of not less than 12 months nor more than 5 years for one count of DUI-Solvent or Noxious Substance (M1). He was also ordered to pay the costs of prosecution, pay a fine in the amount of $1,500, participate in and cooperate with the drug and alcohol addiction treatment, and complete the Alcohol Highway Safety Program. The incident occurred on March 16 in Cherry Ridge Township.

LEWIS CHARLES OSTRANDER, 33, of Deposit, NY, was sentenced to a State Correctional Institution for a period of not less than 9 months nor more than 36 months for one count of Criminal Trespass (F3). He was also ordered to pay the costs of prosecution and pay $250 to the DNA Detection Fund. The incident occurred on July 23 in Preston Township.

ROBERT DOERWALD, 55 ,of Forest City was sentenced to the Wayne County Correctional Facility for a period of not less than 1 month nor more than 12 months for one count of Criminal Conspiracy-Theft by Unlawful Taking or Disposition (M2). He was also ordered to pay the costs of prosecution, pay restitution in the amount of $190 within 30 days, and perform 10 hours of community service within 3 months. The incident occurred on January 1, 2018, in Texas Township, Wayne County.

CRAIG WANDALOWSKI, 35, of Archbald was sentenced to the Wayne County Correctional Facility for a period of not less than 15 days nor more than 6 months, followed by 15 days of House Arrest subject to GPS or Scram Monitoring for one count of DUI (M). He was also ordered to pay the costs of prosecution, pay a fine in the amount of $750, participate in and cooperate with the drug alcohol addiction treatment, and complete the Alcohol Highway Safety Program. The incident occurred on February 3 in Canaan Township. His BAC was .209%.

HEATHER MULLINS, 29, of Gouldsboro was placed on the Accelerated Rehabilitative Disposition Program for a period of 6 months related to Possession of Drug Paraphernalia. She was also ordered to pay all Court costs and perform 25 hours of community service. The incident occurred on March 1 in Salem Township.

LOUIS HAMMOND, 57, of Hawley, was placed on the Accelerated Rehabilitative Disposition Program for a period of 6 months related to DUI. He was also ordered to pay all Court costs and perform 25 hours of community service and have his operators privilege suspended for 60 days. The incident occurred on June 21 Palmyra Township. His BAC revealed a .213%.

GABRIELLA DAVID, 18 of Greentown was placed on the Accelerated Rehabilitative Disposition Program for a period of 12 months related to Possession of Drug Paraphernalia. She was also ordered to pay all Court costs and perform 25 hours of community service. The incident occurred on July 13 Honesdale Borough.
